Proposal Vetting Checklist

Need 

  • Is there a clear need? 

  • Is there evidence of need from beneficiaries or research? 

  • Is there evidence that this need is widely felt and will have substantial impact? 

Outcome & Beneficiary 

  • Is there a specific beneficiary? 

  • Is the outcome for this beneficiary ARPA eligible? (See ARPA Flowchart for pre-approved projects & ARPA Flowchart for new proposals

Existing solutions 

  • Is this solution not currently available or under resourced to address the need in Evanston? 

  • Are there existing solutions that need to be considered?  If so, what are they? 

  • Do the solutions in other locations provide evidence of feasibility? 

Solution 

  • Is the solution specific enough to implement? 

  • Is the solution likely to achieve the desired outcome for the beneficiary? 

  • Is the solution feasible? 

  • The solution isn’t already provided or at the level desired 

  • The solution doesn’t require funding past ARPA funding 

  • Is the solution possible with the given budget? 

  • Is the solution ARPA eligible? (See ARPA Eligibility below) 

  • Is there support for the solution from beneficiaries? 

  • Is there wide support for the solution? 

  • Are there any unexpected landmines? 

  • Are there any undesirable unintentional consequences? 

Implementation 

  • Is the implementation approach feasible? 

  • Is the implementation partner plausible? 

  • Is assessing the eligibility of participants not overly burdensome?
