Organize a Project Expo / Voting Event

At voting events, community members are recruited by canvassers, can learn about proposals from budget delegates, and can register and vote. The voting event is a combination of a popup canvassing session, project expo, and election. 

This guide describes how to run a complete in-person voting event including partnering with other events, logistics, project expo, registration & voting.  It assumes that the voting event occurs at a parks and recreation event such as a block party where there will be many people nearby who may be hearing about participatory budgeting for the first time. 

This process can also be modified to organize simpler events like pop-up voting. 

Objectives

  • 100-200 people vote

Time

  • 4-5 hour to prep

  • 1 hour - setup  

  • 2-8 hours – run the voting event 

  • 1 hour - wrap up 

Staffing

  • 7-28 Budget delegates to explain their proposals 

  • 3-4 election staff and volunteers 

    • poll manager - oversee process and solve problems

    • sign in — give ballots or online registration instructions

    • data manager — transfer data from registration form to online voting software and send links

    • outreach volunteer — pass out “I voted stickers” and collect email of other people to vote.

  • 2-4 canvassers 

If you do not have experienced event organizers, run a small pilot voting to practice. 

Budget

Make sure you have a sufficient budget for the event. Some of the costs for the event include: 

Voting

  • Room reservation (free to reserve city facilities) 

  • Interpretation ($150 for 2 hours) 

  • Pens

  • Printing for registrations and ballots

  • Laptop for online registration 

  • (optional) laptops or tablets for online voting

  • Ballot box

  • Stickers or pins, e.g., PB or “I voted” 

  • Equipment backpack(s) 

Project expo

  • Poster printing 

  • Easels (~$250 for 6-8) for each budget delegate posters 

  • (optional) food, enough for budget delegates or voters

  • T-shirts for volunteers (~$150 for 15 t-shirts) 

  • Pens & name tags,

  • Budget delegate Poster printing 

Outreach

  • Video cameras/iphone for interviewing people 

  • yard signs ($180 for 10 signs) 

  • PB posters ($100 for 10 posters) 

Services 

  • Reserve room - make sure that:

    • There is wi-fi and power for online registration and voting

    • There is enough space for budget delegate posters

  • Arrange interpretation 

  • Arrange transportation for delegates if appropriate

  • Order food 

  • Order t-shirts 

  • Print yard signs and posters

    • Registration forms (see Setup Registration) — enough for each voter + extras (200+): 

    • Ballots (see Setup Ballots) — enough for each voter + extras (200+): 

    • Volunteer RSVP (Resource 1) - send to volunteer list to recruit 

    • Volunteer Reminder (Resource 2) - send 1 week and/or day before to RSVP list 

    • Volunteer Thank you (Resource 3) - send after the event to volunteers 

    • Voting event roles & reminders (Resource 4) — print (pdf) 1 for each volunteer to remind them of their roles at the event. 

    • Online voting instructions (Resource 5) — print 20+, these can be reused 

    • Friend signup instructions (Resource 6) — print out copies for outreach volunteer to ask people to recruit their friends. Can also print out as flyer to give to each voter.

    • Candy, donuts, stickers pins - bring something to pass out. Candy works great for attracting kids who bring their parents. Donuts can also work well.

Preparation

2 months before 

  • Plan event with parks and recreation or another partner -- the ideal event is one where there are a lot of people hanging out and having a good time such as a block party. 

  • When choosing location, make sure there is enough space for budget delegates to present and for voting stages + any mandatory distance between delegates and voting booths. 

  • Send out newsletter announcement 

  • Send out advertising materials to partners 

  • Send RSVP for volunteer shifts including: 

    • election judges 

    • canvassers 

    • budget delegates 

    • media (pictures and interviewing) 

1 month before 

  • Train poll volunteers 

  • Train canvassers to help you recruit participants and volunteers 

  • Print t-shirts 

  • Print swag (buttons, stickers) 

  • Print yard signs

  • Print posters

  • Acquire laptops for checking registrations and for voting  

  • Acquire box for holding ballots 

1 week before 

  • Print proposal posters (or ask delegates to create posters) 

  • Purchase name tags & markers for delegates 

  • Print paper registration forms - enough for each voter plus extra 

  • Print ballots - enough for each voter plus extra 

  • Order food 

  • Order translation 

  • Send reminders to volunteers 

2 hours before  

  • Post signage 

  • Setup welcome table with 

    • Sign in 

    • Name tags and pens 

    • Registration forms 

    • Ballots 

  • Setup ballot receiving station with:

    • Laptop for transferring registrations to voting software

  • Setup paper / laptop voting tables for voters 

  • Setup tables and posters for project expo 

  • Arrange food 

  • Setup canvassing cart 

  • (optional) setup music 

During the event 

I. Voting 

Sign in volunteer

During the event, signup volunteer should ask people if they want to vote on paper or online:

For paper voting, the signup volunteer should:

  • provide a paper registration & ballot

  • direct voters to the voting booth

  • tell voter to hand completed registration and ballot to data manager

For online registration, the election judge should  

  • direct people to the online registration instructions / QR code on the online voting instructions

  • tell voter to see the data manager after they have registered to receive their voting link by email

Data Manager

For paper voting, the data manager should:

  • receive paper ballots

For online voting, the data manager should:

  • find the voters registration information in the spreadsheet

  • transfer the email to the voting software

  • if the voter has already voted, ask if they want to spoil the previous ballot

  • send them the link to vote on their phone

Outreach volunteer

After voting, the outreach volunteer can

  • hand out “I voted” stickers, posters and yard signs. 

  • ask voters to write the name and email of other people they think might like to vote. 

II. Proposal Expo 

During the event, budget delegates should check in at the welcome desk then set up their proposal poster on an easel or table and explain the project to community members. 

III. Outreach 

During the event, canvassers should approach people and invite them to vote for PB.   

They can also ask people to share the names/emails of friends who might also want to vote. 

IV. Media 

The media volunteer should take pictures and interview participants after they vote. 

V. Manager 

The PB manager should make sure that all the volunteers have what they need and are carrying out their responsibilities.  

Teardown 

At the end of the event, make sure to 

  • Collect ballots 

  • Collect materials 

After the event

Soon after the event, the manager should: 

1. Record the number of votes at the event including paper ballots and online voting during event.

2. Send thank you messages to the volunteers 

3. Post event photos in newsletter & website 

4. Update the votes by tallying the ballots 

5. Restock: 

  • supplies 

  • swag 

  • broken equipment  

  • batteries 

6. Reflect 

  • Debrief assembly with team 

  • Decide what to do differently at the next event

  • Update evaluation report
